Shipping Policy

Wholesale orders require verification of a valid Tobacco License Number (and any applicable resale/wholesale certificates).
 

Wholesale orders will not be processed until verification is complete.

All orders, including retail and wholesale, are processed within 2–3 business days (excluding weekends and holidays) after payment and compliance checks are completed. Backordered items will be noted, and customers will be contacted with details.

Due to federal and state tobacco regulations (including the PACT Act):

  • All shipments containing cigars require Adult Signature (21+) upon delivery.

  • Tobacco shipments cannot be delivered to P.O. Boxes.

  • The person signing for the package must be at least 21 years old and may be required to present valid government-issued ID.

We ship premium cigars to permitted states in the United States, subject to state and local tobacco laws and carrier requirements.

We currently do not ship premium cigars to the following states due to regulatory restrictions, carrier limitations, or public health statutes:

  • Arkansas

  • Maine

  • Oregon

  • South Dakota

  • Vermont

  • Washington

  • Utah

Additionally, California has specific restrictions on the sale and online delivery of flavored tobacco products, which may affect certain cigar products that are not on the state’s approved unflavored tobacco list. California’s flavored tobacco laws prohibit the sale and online delivery of most flavored tobacco products unless the product has been registered and approved as an unflavored tobacco product under state law. Customers ordering flavored tobacco products into California should verify compliance with these laws before purchase, as unapproved flavored tobacco products may be subject to seizure or regulatory penalties. 

This list of restrictions may change based on evolving laws and carrier requirements.

Customers are responsible for understanding and complying with the tobacco laws in their jurisdiction.

We offer free standard shipping to eligible U.S. states and Puerto Rico on:

  • Cigars

  • Accessories

  • Small humidors

Cabinet humidors are available for local pickup or local delivery only.

International cigar shipments are subject to importation laws, duties, customs clearance, and age verification requirements of the destination country.

The buyer is responsible for:

  • All import duties, VAT, taxes, and customs fees

  • Compliance with local tobacco import laws

  • Any shipment seizures or penalties

All international shipments containing cigars require Adult Signature (21+) where permitted.

When your order ships, you will receive an email containing tracking information.

Tracking status may take up to 48 hours to reflect in the carrier’s system.

By placing an order with ROVS Corp, you confirm:

  • You are at least 21 years old.

  • You understand and will comply with all federal, state, local, and international tobacco laws that govern the sale, shipment, and receipt of tobacco products in your area.

  • You agree to adhere to all shipping terms and age verification requirements.
