Shipping Policy

Age and Order Verification

Tobacco orders are available only to customers age 21 or older. We verify age and order eligibility before fulfillment. Wholesale orders require verification of a valid tobacco license for the purchasing business and any applicable resale or wholesale certificates. Orders will not be processed until the required checks are complete.

Processing Time

Orders are generally processed within 2–3 business days, excluding weekends and holidays, after payment and compliance checks are complete. Backordered items will be identified, and we will contact you with availability information.

Delivery Requirements

ROVS requires adult-signature service for shipments containing cigars. The recipient must be at least 21 and must present identification as required by the carrier and applicable law. Tobacco orders must be delivered to an eligible physical address; we do not ship tobacco to P.O. Boxes. These are our shipping requirements and are not a statement that the federal PACT Act applies to conventional cigars.

Destination Restrictions

As a matter of company policy, we do not currently ship cigars to Arkansas, Maine, Oregon, South Dakota, Vermont, Washington, or Utah. This policy reflects our current legal, licensing, tax, carrier, and business eligibility review. It does not mean that all cigar shipments to every listed state are prohibited in every circumstance.

Other destinations may also be restricted by state or local law, licensing, taxes, carrier rules, or product type. We review eligibility before fulfillment and may cancel an ineligible order. Payment collected for a canceled order will be refunded to the original payment method.

California

ROVS does not ship flavored cigars to California as a matter of company policy. Other tobacco products will be shipped only after we verify that the specific product may lawfully be sold and delivered there, including any applicable Unflavored Tobacco List requirement or statutory exemption and relevant state or local restrictions. A product is not eligible simply because it is described as premium or unflavored.

Massachusetts and Local Flavor Restrictions

We do not ship flavored tobacco products to retail consumers in Massachusetts. We also restrict products where applicable local law prohibits their sale or delivery.

Shipping Charges

We offer free standard shipping to eligible U.S. states and eligible addresses in Puerto Rico for cigars, accessories, and small humidors. Tobacco eligibility and delivery requirements still apply. Cabinet humidors are available for local pickup or local delivery only.

International Orders

International cigar orders require destination and carrier approval before fulfillment. Where an order is accepted, the buyer is responsible for applicable import duties, VAT, and customs fees unless otherwise agreed in writing. ROVS will not knowingly fulfill an order prohibited by applicable law. Customer responsibilities do not eliminate ROVS obligations as seller or exporter. Required age-verification and delivery procedures depend on the approved destination.
