1. Age Restrictions and Verification
You must be at least 21 to purchase tobacco products and may not purchase them for a minor. ROVS verifies age and order eligibility before fulfillment. You agree to provide accurate information and any identification reasonably required for verification through our approved process. We will not fulfill an order if age or eligibility cannot be verified.
2. Tobacco Orders and Delivery
Orders are subject to applicable federal, state, and local requirements and carrier restrictions. Conventional cigars are excluded from the federal PACT Act. We retain or disclose transaction information when required by laws applicable to the specific products and transaction.
ROVS requires adult-signature service for cigar shipments and delivery to an eligible physical address. We do not ship tobacco to P.O. Boxes. Recipients must be at least 21 and comply with applicable identification requirements. We may cancel an ineligible order; amounts collected for that canceled order will be refunded to the original payment method. Customer acknowledgments do not relieve ROVS of its own legal obligations.

3. Shipping and Product Restrictions
As a matter of company policy, ROVS does not currently ship cigars to Arkansas, Maine, Oregon, South Dakota, Vermont, Washington, or Utah. Additional state or local restrictions may apply to particular products or destinations.
ROVS does not ship flavored cigars to California as a matter of company policy. Other tobacco products must satisfy applicable California requirements, including any applicable Unflavored Tobacco List requirement or statutory exemption. We do not ship flavored tobacco products to retail consumers in Massachusetts.
We verify destination and product eligibility before fulfillment. Customers may not evade restrictions through inaccurate information or an alternate delivery arrangement. See our Shipping Policy for current delivery conditions. Restrictions may change, subject to mandatory law and the terms applicable when an order is accepted.

4. International tobacco orders require destination and carrier approval. Buyers are responsible for applicable import duties, VAT, and customs fees unless otherwise agreed in writing. Orders accepted on a Delivered at Place basis remain subject to applicable law. Each party remains responsible for its own legal obligations; these Terms do not excuse ROVS from requirements applicable to its sales or exports.

Wholesale:
The business name, licensed address, license type, and requested delivery destination must match the approved purchasing account where required by law. We may request updated credentials and will not fulfill an order if required credentials are expired, invalid, or unsuitable for the transaction. Each party remains responsible for applicable licensing, tax, and reporting obligations.
